The 97.9 frequency in Baltimore began as WMAR-FM, owned by the A.S. Abell Company, publishers of the Baltimore Sun and founders of WMAR-TV, Baltimore's first television station. Abell later sold the radio station, and the new owners changed its call letters to WFDS-FM and adopted a classical music format. The Hearst Corporation became the next owners of the frequency and retained classical music originally, while renaming it WBAL-FM. The call letters changed to the current WIYY in 1975 when NBC started the ill-fated 24 hour national radio "News and Information Service". The station used WBAL Radios impressive news staff to fill the local news portions of the broadcast. After two years of all-news and no ratings, WIYY adopted its current rock music format and the "98 Rock" brand, on March 28, 1977. The station was consulted by Burkhart/Abrams/Michaels/Douglas in Atlanta and ran a version of their Superstars radio format.

The original airstaff: The 6am -10am morning show was briefly held by Rick (last name) from the Washington DC market. Ty Ford, who had been at WHFS-FM in Washington, D. C. held the mid-day slot; originally from 10am-3pm, then 10am-2pm and finally 10am-1pm as his off-air management responsibilities increased. He was followed by Program Director Denise Oliver who had been Music Director and afternoon drive air personality at WWDC-FM in Washington, D. C.. "Rocket" Bob Slavin came from WBCN-FM Boston to do the 7pm-12pm slot and Sarah Fleischer left her position at Baltimore's WMAR-FM to do midnighte to 6am.

Mark Woodworth replaced Rick as morning show host and after being introduced to Bob Lopez by Ty Ford who had worked with him at WLMD-AM in Laurel, Maryland, Denise Oliver hired Lopez as the morning news voice for 98 Rock, creating the "Woodworth and Lopez" morning show. The two names were used as a parody of a regional department store, Woodward and Lothrop. Bob Lopez also contributed a continuous series of "Daily Lopez" recorded features that ran throughout the broadcast day. Those and Sarah Fleischer's recorded Concert Updates made the two the most recognized voices on the air.
